The Frankfurt native, along with Newcastle United's William Osula, is anticipated to join the Hessen club during the winter transfer window.
While no final agreement has been reached between Ebnoutalib and Eintracht Frankfurt, negotiations are ongoing with the 2.Bundesliga club.
A contract is expected to extend until at least 2030, but Elversberg is reportedly demanding a fee of around €10 million.
Frankfurt is looking to negotiate a lower fee, but competition has intensified as clubs such as Villarreal, Real Betis, Celtic, and Anderlecht have also expressed interest.
Additionally, another unnamed Bundesliga club is reportedly interested in the second-division top striker, who has scored 12 goals in 15 games this season.
